President George W. Bush called for Congress to make permanent the law that temporarily permits wiretapping without a warrant, known as FISA. The law gives the government expanded powers to eavesdrop on suspected terrorists. Civil Liberties groups such as the ACLU have overwhelmingly criticized FISA.
