Bush Seeks to Expand Spy Law

    • Under the Foreign Intelligence Surveillance Act, the government can eavesdrop without a warrant if a suspect is reasonably believed to be outside the United States
    • Democratic leaders passed a temporary version of the act so that it could be debated in the future
    • The new version of FISA is called the Protect America Act
  • President George W. Bush called for Congress to make permanent the law that temporarily permits wiretapping without a warrant, known as FISA.
