On April 16, 2008, President George W. Bush will deliver a speech from the White House Rose Garden setting specific long-term goals for dealing with the issue of climate change in anticipation of an environmental summit in France later in the week. Bush has previously promised to negotiate a deal between the top dozen carbon dioxide-emitting nations, though no binding or set goals have been announced.
The new agreement will essentially replace the 1997 Kyoto Treaty, which attempted to reduce greenhouse gas emissions by an average of 5% by 2012. That treaty was never ratified by the United States. A global summit between about 200 nations will take place on the issue of global warming in Bali in December of 2009.
The address was announced by White House Spokeswoman Dana Perino during the press briefing on April 14. The speech comes during the week of Earth Day, which in 2008 will fall on April 22.
