Brian P. Bilbray was born on January 28, 1951 in Coronado, California. Legislation
During Bilbray’s first congressional tenure, he helped pass legislation to add more agents to the U.S. Border Patrol and to provide money to states to offset the costs they were incurring due to illegal aliens in their prison populations. He wrote the Border Smog Reduction Act, signed into law in 1998, and the Beaches Environmental Assessment and Coastal Health Act, which became law in 2000. After returning to Congress in 2006, Bilbray introduced legislation to develop a tamper resistant Social Security Card. He also co-sponsored a bill, signed into law in 2009, preserving the Mt. Bilbray on Border Issues
In an August 2009 interview, Bilbray expresses no surprise at the recent death of a border patrol agent in view of the degree violence present on the Mexican side of the border. He notes that border issues are a combination of the interdependent factors and suggests measures the United States could take to help alleviate these issues.
