The BestFest America Student Film Festival is produced by The Visual Arts Foundation, Inc., a non-profit organization run by an all-volunteer staff. The Visual Art Foundation was formed to " mentor, train and inspire thousands of creative young filmmakers, providing a forum for their work to be seen and help to foster their storytelling craft."

Eligibility
- Entrants must have been enrolled in an accredited high school, college, university or extension/night courses when their film was completed. Grad students enrolled in part-time, extension or night classes also qualify for consideration
- A teacher/instructor from the entrant's school sign must sign the entry form(s) certifying the entrants enrollment and that the entry(film) was completed during the enrollment period
- The entry form must be signed by the entrant to certify ownership of the entry and that releases for all music, all footage, talent and locations used have been obtained and that the entry meets BestFest's ratings
- If the entrant is under 18 years of age, a parent/guardian must sign the entry form(s).
