On September 12, 2008, the United States State Department said it would expel Alvarez. The decision came after a two-day diplomatic crisis where both Venezuela and Bolivia said they would expelled American ambassadors to their nations.

Diplomatic Crisis
On September 10, 2008, the president of Bolivia, Evo Morales, expelled the American ambassador Philip S. Goldberg, accusing him of supporting rebel groups. On September 11, 2008, the president of Venezuela, Hugo Chavez, expelled the American ambassador Patrick Duddy. Chavez said he had discovered a plot against him supported by Americans.
