The Mexico City Policy
Also known as the "global gag rule", the Mexico City Policy was set forth in Mexico City during a United Nations conference there in 1984 by President Ronald Reagan. The policy restricts any family planning services from receiving U.S. government funding if they offer counseling or abortion services in other countries. President Bill Clinton rescinded the order when he took office in 1993. President George W.
