No, I would not. The rule in my house was always "no toy guns, because no gun is ever a toy." That was an important distinction, because my house had real guns in it (though they were kept locked up). Because I will probably have guns in my house, I would not consider it responsible to allow a child a toy gun. Because the rules for real guns would need to be applied to the toy, in order for there to be absolutely no confusion about how guns need to be treated, the BB gun could not really be "played with." I suppose he could take his BB gun out target shooting, under supervision, but it would have to be locked up and treated just like the real guns, so why not wait a few more years and get him a real gun? A real gun is a good investment.
I would, however, explain to him why he is not getting the BB gun, so he understands it is not because he was bad, or because Santa forgot him.
