The only skulls on the Halo 3 Multiplayer Disc are the Mythic ones (Orbital, Heretic, Sandbox, Longshore, Assembly, and Citadel). These can only be obtained while you're in Forge mode.

The rest of the skulls can be found in Halo 3 Campaign, which is not included in the Halo 3 Multiplayer disc (Obtaining all these, both Silver and gold skulls will unlock Hiyabusa armor for you to use in multiplayer).
