I just happened upon the answer to this question while browsing the gamefaqs message board. Here is what user "Jimbo_on_Fire" says:
"there is a little tomb with a dog statue on it next to the house where you get your missions. Lead a person into it for sacrifice and then pull the switch located to the sign next to it. Enjoy the emotional reunion. This is classed as a sacrifice."

• Thanks. I actually ended up needing to take in a group of people to the sacrifice since they kept following me out. Finally one of them stayed and I was able to throw the switch.
