How do you add people to your party in The Last Remnant?

i cant figure out how to add people to my party i have like 3 groups but in mine its just me how do i put people in my party

hit "y", go to union board, pick a union, replace members, put any members you have in it. You can go recruit new leaders from the guild, or you can recruit soldiers in athlum, after a certain point. Your max party size increases later too.
