It actually is a no-brainer if you had fun with GTAIV. However, if you got bored of the game and found yourself popping in other games then don't waste your money.
The expansion pack is $20 and it has a completely separate story line from the actual game. The protagonist of the expansion pack is a biker gang and it intertwines with the story of Niko at various parts. The control scheme for motorcycles has been revamped thankfully so the abundance of motorcycle missions is much easier.
in a nutshell, if you still play GTAIV this is a def buy hands down, with all the extra content and new buildings etc. the game really expands its lifespan.
If you never play the game then it's up to you to decide if you want to dish out $20 for the expansion pack.

Even if you’re kinda burned out on GTA multiplayer, the new modes should give you at least 5 hours of new fun. New biker-centric clothing for your avatar should encourage ranking up, at least until the Loster and the Damneder comes out.

actually after having played for more hours and gather a collective review from friends. the expansion pack isn't worth your money whether or not you like GTAIV. the controls suck and teh realism is lost. whereas before youd fall off your motorcycle when you hit something going only like 10 mph now you wont fall off even when going like 30 mpg; you just sort of bounce off of things. the realsims (which made the game so fun and immersive) is lost and the extra content is pretty boring and takes away from the experience. it was hyped way too much
