Halo 3 is on its own class, you can only really compare it to Halo 2.
I did not play Farcry 2 or COD WaW, but I can tell you that COD 4 was too short for what I paid for it. Multiplayer is really good, but the single user campaign was ridiculously short.

Halo 3 is just more of Halo 2 really, not special and unless you plan on playing online it's not worth the price for the single player.
FarCry 2 is not very good either, the open world idea is fun for a few hours, and then just gets in the way. The story gets hard to follow and the enemies are very tough to beat a lone.
CoD World At War is an alright WWII FPS game. It doesn't do much else that other WWII shooters don't do. It's got the great engine that was developed for CoD4, so it looks amazing. The replay value isn't very high, as it's essentially another WWII shooter, so all the plot points are the same as any other. The multiplayer is actually pretty good, with a great leveling system.
Out of all the games you listed I think Call of Duty 4 is by far the best. The single player isn't really that short, and if you play it on the hardest difficulty it can certainly be very long. The story is very good and it has some amazing FPS/cinematic moments in the game. The multiplayer is also the best out of the the games you listed. The leveling system is great, constantly pushing you to play better and do more in the game so you can get the next best weapon or upgrade. The maps are all fun to play and you won't get bored easily even if you play the game everyday.
In my opinion, I'd go with Call of Duty 4. You can probably get a good deal on it now due to the fact that it has been out so long.
If you are looking for an amazing FPS for PC or xbox360, you didn't ask about it, but I suggest Left 4 Dead. The replay on this game is infinite, the way it's designed no two play throughs are ever the same. With versus mode you can play 4v4 with 4 humans playing as the zombie bosses. This game will be the best game for your money, in m opinion.

FPS best game: Far Cry 2, Halo 3, Call of Duty 4: Modern Warfare, Call of Duty World at War or Mirrors Edge?

You can't compare these games together. For starters, Mirror's Edge is not a FPS, it is, well, weird, but it is not a FPS. It's more fun if you suffer from motion sickness. Halo 3 is on its own class, you can only really compare it to Halo 2.

i mostly agree with this pvera except cod 4s multiplayer sucks it s laggy and takes no skill halo is amzing in all ways except lag

As Pvera said, Mirror's Edge is not an FPS, so you can't really compare it to the rest. The game itself was not very good, the story is lacking and for an "open world" game, it really restricts you in how you can and cannot complete tasks. Halo 3 is just more of Halo 2 really, not special and unless you plan on playing online it's not worth the price for the single player.
