From personal experience, I would say that the writer learns more than the reader.
The writer needs to recall and synthesize ideas in their head. They need to organize their ideas in a logical manner and they need to convey these ideas using vocabulary and sentence structures that the reader can understand. The execution of these techniques provides reinforcement and helps the writer to remember the information.
Reading is a more passive form of learning. Writing requires more activity. Perhaps this can best be summarized by my favorite quote:
"I hear and I forget, I see and I remember, I do and I understand." - Confucius
