Some advertisers could benefit from brand recognition, simply due to the AD being displayed, no need for a click through. After all, ALL other advertising outside the web is this type. You see an ad in a magazine, you don't click it. You see an ad on TV, you don't click it. It's passive advertising.
As much as the ads on web pages are in your face, some amount of recognition is to be realized, either it informs us as is, or p****s us off with annoying moving flashing beeping widgets.
