I was stationed in Sicily for years about 25 years ago. European women were wearing monokinis then and as far as I know they haven't stopped. They are called monokinis, topless bikini is a contradiction in terms.
In Sicily, girls were wearing bikini's in ancient Roman times. They didn't rush to this new fashion, they waited a few centuries.
Although the younger, trimmer women look best, older and fatter women seem at least as likely to enjoy the added comfort and freedom in the water.
In the USA, my mother was notably proud of having been one of the first to wear the new bikini's at the local beach back in the 50's. I am confident she would have approved of the monokini were she still alive.
Rudy Gernreich designed the first fashion monokini in 1964, illustration attached. It didn't catch on in the USA but was very influential culturally.
