Would it be possible to terraform Venus? What would it take?

Yes, there is a wiki page on that, describing how that could be done.

The steps to be taken:
* Reducing Venus's 450°C (850°F) surface temperature.
* Eliminating most of the planet's dense 9 MPa (~90 atm) carbon dioxide atmosphere, via removal or conversion to some other form.
* Addition of breathable oxygen to the atmosphere
* Increasing the angular velocity of the planet so that a quicker day/night cycle could be achieved
