Would categorizing questions and answers (or questioners and answerers) by country be a useful feature?

I don't see how it can make much difference, in general. The topic of the question is more important than where the person is from-unless the question is country specific--they want to know something that only applies to that specific country.

Many questions in reference to countries can be categorized by travel, I would think, or perhaps geography. Other questions seems like would be "general", and wouldn't need to indicate a particular country.

But if the desire is to let people see who is from what country, like they might want to meet up with people from a particular country, then it might be a good idea. It depends on the purpose of labeling things.

The ability for Questions to be categorized by nation may help, as many cultural assumptions may be implicit in a question.

Allowing users to display their nationality or not may be interesting, but I don't think it it would help to make it mandated.

I think this would have some value for questions such as "where is a good place to in ?" Perhaps a "By Geographic Location" category for such questions instead of automatically grouping all questions?
