would a wine aerator be a good gift for someone who lives in japan?

Gift giving in Japan, for the most part, is perishable goods (sweets, sake, etc.), but something unique like a wine aerator will most likely be appreciated.
In Japan, it's more the thought that counts, so even if the aerator finds it's way to a drawer of infrequent use, I imagine they will appreciate the sentiment.
As a gift giving example, I gave my father in law a box of "high quality" golf balls during one of my first visits.
He later returned from a trip to the golf course with a half empty box of golf balls to show me that he enjoyed using them very much (and sinking half the box in the pond).

M$Therefore, I think your idea to introduce ideas of wine aeration and educating your friend/family on wine in general is a healthy and thoughtful gift. I recommend explaining the effects and benefits of aeration and perhaps including a book on general wine tasting? Good luck!
