They probably have all the needed information to identify the subject, but it could be a little confusing due to the recovered bodies from the scene has the same description as that of Top, and with the state of the body recovered, they could hardly identify. The person may have been one of Top's men, and the real Top has already fled during the encounter. The authorities made an immediate conclusion that they have in fact gunned down the most wanted terrorist only to find out that they got the wrong guy. I guess they need to work harder on their search and identification of their target before they kill any innocent person.

OPEN THREAD: Terrorist Noordin Mohamed Top reportedly killed
After a 17-hour home raid, officials believe they have killed one of Asia's most wanted terrorists Noordin Mohamed Top. The death is not confirmed, as officials are seeking DNA proof.
My question here is, how do they not know who they killed? If this guy is a most wanted terrorist, don't they have the information on what he looks like and such to be able to make a visual confirmation of the body? Wouldn't they know he was actually there before raiding a home and killing people? Am I missing something here or are they just being extra cautious?

I guess this is just one example of mistaken identity because Indonesian police officers confirmed that Noordin Mohammed Top is still alive.
