There's no way to be 100% certain, but it's thought that the fireworks show that preceded the fire, was the main cause of the blaze.

the massive structure was still under construction - in the latter stages of completion, actually - therefore, at that stage, one could expect to find possibly hundreds of new fixtures - probably in paper cartons - evenly distributed, awaiting installation, on every floor of the building paper waste - from fixture packaging, etc, - one spark, in the right (or wrong) place, would do the trick... light up just one paper carton, especially high up in the breeze like that, and she's away to the races...
I understand there were hundreds of thousands of "sparks" made available that night...
maybe just the right number of fireworks, to ward off the ubiquitous evil spirits..maybe.too big a bang just riles up the REALLY, REALLY evil spirits they lash out!..they're not afraid of firecrackers, people!.

According to a report from NPR's Morning Edition:

"One of the most visually stunning landmarks on Beijing's skyline is the new headquarters of state broadcaster China Central Television. CCTV had organized a fireworks display to celebrate the new complex, but it went terribly wrong. The fireworks set off a fire on a side tower and it became a raging inferno. One firefighter was killed. CCTV acknowledged it never obtained the special permit needed for the fireworks."

The report also mentioned that the structure had not received a fire safety inspection and approval before the fireworks were launched, so this most certainly contributed to the blaze.
