Windows Vista is more effective at using available RAM by pre-caching information into its memory to anticipate what you will do on your computer so it can read it from the faster RAM instead of the slower hard drive. This is called "SuperFetch". Windows using your available memory is a good thing. This is the same technique that Windows Server uses. That said, you should have at minimum 2gb of RAM, with 4gb being the sweet spot based on today's RAM prices.

Why does Vista shows Free Physical Memory as zero after some time of loading ?
I am using Vista SP2 and got 2 gigs of DDR2 RAM. When I start my computer, after some time the free physical memory shows 0. What is the cause for it ?
