Finding fonts is not going to be difficult, using them is (esp., for someone with limited computer skills) is going to not be so easy.
Fundamentally, what you need is a Chinese Input MEthod (IME). This way you can use your English keyboard to "spell" Chinese words and the characters pop up and are inserted into your documents.
I don't think this was in WinXP English by default, but in Vista, you can enable it by adding a "keyboard":
(1) Control Panel > Regional and Language Options
(2) Keyboards and Languages tab, click Change Keyboards button.
(3) Click Add and select Chinese (Traditional, Taiwan).
(4) Select the IME you want.
I actually like the Chinese (Simplified) Pinyin IME, but I just use a traditional font. I don't communicate often in Chinese, so I guess this works well enough.
Fonts install just like anything else and show up in Word or any app that supports strange double-bit beasts (two symbols per character), but it seems to work.

I'm looking for free Chinese fonts to use on Windows operating systems.
Free Chinese fonts (traditional) needed for Windows XPP and Vista Business. Can you provide URLs for someone with limited computer skills (e.g., easy to download, install, use).
