The Speech Recognition Engine is not built-in to Windows XP. However, you can enable it.

Couple of things you need:
- Windows XP Service Pack 1 or above.
- Microsoft Speech Recognition Engine v5.0
- Applications that can accept the speech input (e.g. Notepad, Outlook Express, etc.)

The Speech Recognition Engine is available either from:
- Office XP Application (Word 2002, Excel 2002, etc).
- Microsoft Speech Software Development Kit 5.1. (no support is provided for this application. Thus, it's not recommended for novice users).
