To configure the PDC master without using an external time source, change the announce flag on the PDC master
This will use the CMOS clock on the forest root PDC master, and involves an edit to the registry.
Basically, the PDC announces to all others that it is authoritative, or else the hierarchy will follow the client's login to any particular DC as the authority.

How do I make my Primary Domain Controller the authoritative Time Server within my domain?
I have 20 domain controllers within my environment. For some reason, one of my BDC's has taken the role of authoritative Time Server within my environment. How do I make my PDC the authoritative one?
