M$Where is NASA spending money?
NASA is spending the money on various projects, the ISS is a major component, but also on other projects such as future landers, probes, and propulsion research, James Webb telescope is in the budget ( not the senator, and this is over several years) I do wish we would get out of the either/or choices. the budget documents can be looked at here. http://www.nasa.gov/news/budget/index.html, this can change during the course of a year as there are still questions on the constellation program.
that is an average, NASA Budgets have been fairly static, if there is a new program such as the Constellation too often it means they will cut elsewhere, currently, for the fiscal year it is just under 19 billion, I saw the wikipedia article which gives a 50 year average, obviously a lot has changed in 50 years and with new technology there are things that we can do that were not even thought of 50 years ago. I am not here to correct anyone I am here to get people out of the either/or mode, the way I see it is there has been so many spin-offs due to have to work out problems (IC chips, Velcro, Miniaturization, software patches...) that by having more missions, society reaps the benefits. the problem has been congress too often does not care if it is not in their district or a part of their constituency.
