The short answer is yes, if the mac is running OSX. If the older mac can run itunes and has a USB 2.0 port, it'll sync with your ipod touch.
There are some things to consider though. The latest version of itunes requires OSX 10.4 so if you're running software from nearly a decade ago, you'll find itunes to be a sluggish beast and hooking a new ipod up to it will make it choke. The problem isn't the software. It's the usb port. Apple's system requirements say you need to USB2.0, but even if you could use 1.0, it would probably be really slow.
And people have tried using the old Firewire iPod cable to sync with the new iPod, and it didn't work. The Firewire and USB protocols are very different, so I don't think there's an adapter available.
The new ipod touch is an amazing device. The deal with the ipod touch is that addition of the cameras. Unfortunately, facetime will only work on wifi. I've got a Sprint phone that I use as a wireless hotspot and then can jump on facetime with the new ipod touch. The video recording quality is stunning and with imovie available to edit video on the fly, the new ipod touch is unparalleled in it's class. I'm not sure how I lived without one.
