Bottom line, people (as in sportswriters) didn't like him. He suffered from Jose Canseco syndrome ie. the media loathed him (though not to the extent that they loathed Canseco). Henderson's stolen based record, which he achieved in the early 90's I believe, was a testament to how great a player he was. But some of his other records he only got because he played for a long time. Sports writers weren't impressed by this.

Baseball writers are kind of jerks. Really that's what it comes down to, no player in the history of the Hall of Fame has been a unanimous pick. Henderson wasn't necessarily loved by the media, so that's about it. I also know there are some writers that won't vote for anyone that played during the "Steroid" era, but they are a very small minority.

Nobody is a unanimous choice...not even Babe Ruth or Joe DiMaggio. I don't think there will ever be a unanimous choice as long as opinionated sports writers are casting the votes.

Two main reasons come to mind in your question. Ricky Henderson to some will go down as the greatest lead off hitters of all time and one of the overall greats of all time. To others he will be a light hitting cocky jerk. The sports writers who vote on this could have many things in mind including that he was overly cocky and decided only perfect people are allowed in. Or maybe they decided that they won't vote for him because everyone else will. More than likely however it was the thinking of many to not let him be the first to get 100% of the votes. Either way, he is in and he is happy for that and now he can go on the say "I am the greatest of all time".
