"God save the queen" is the royal anthem of Canada, while "O Canada" is its national anthem.
While I usually don't quote from forum posters, I verified most of these comments.

The Governor General is the viceregal representative of the Canadain head of state and monarch Queen Elizabeth II.

You probably confuse it with "Oh Canada" or the Olympic Hymn
I didn't see the ceremony to know for sure - but it would make sense if it was. Our government is Federal parliamentary democracy and constitutional monarchy - meaning we're still "ruled" by the Queen of England (more figuratively than anything).
