Why isn't this working?
For the last 3 weeks, I have hit the treadmill for 30 minutes every morning (end up burning 300 cals / 100 fat cals each time), then do 30 crunches, 30 curls, and pushups. I have cut my daily calorie intake to less than 2000 calories. I am a 5-11, 200 lbs guy. I have not lost ANY weight doing this. I am hoping to lose 15 pounds. What am I doing wrong?

30 minutes of cardio on a treadmill isn't a significant amount. Try finding time to do 60, and wear a sweater and sweatpants instead of shorts! Raise that body temperature and get sweating.
In regard to the exercises you're doing, try ones that work your muscles and act as cardio. Crunches and pushups are good, but curls won't really help.
Plyometric exercises focus on developing muscles for sports performance, but I find many of the exercises keep your heart rate up as well. Try:
jump squats: (try holding light dumbbells as well) http://www.youtube.com/watch?v=7iSY44o4-NM
This may not look like much, but notice how the demonstrator is bending at the knee far more than one would for a normal jump. Add in some light dumbbells, and you'll be strengthening your legs as well as working up a sweat.
Also, don't just do curls! Work all the muscle groups in your upper body and find a training regimen that suits your goals and lifestyle.
