It is to honor those who have been lost but not identified. This link has a lot of information about honor guard traditions. Originally, the reason for the guard was because people were using the crypt as a picnic table. That was when it wasn't guarded constantly. They are there to honor the dead and stand sentinel (hold a constant vigil) and prevent anyone from defacing or even disrespecting the tomb. Their main job is to be a perfect example of a soldier and they are as perfect as a soldier can be.
