Why is the Cap for Points Giving and Getting Tips at the Level lower for a Yellow w/ a green tip (100) then a for a Yellow (200)?

Thanks for taking the time to answer. Since I don't really have an answer yet, but since you took the time to respond I figured I would give you the same tip as I offered for best answer.
Regarding me being and editor, well lets just say you have never read any of my writing. :-) I run a website and wrote Olympic as Olymipic and then copied it onto about 50 items without catching the error. It read that way for months until our shipping manager pointed it out to me. The scary thing is I use FF so I have spell check and still missed it. LOL
