'Why is Napoleon known by his first name, "Napoleon," and not by his last name, "Bonaparte"?

Napoleon made himself Emperor of France. Emperors, Kings, Princes, Grand Dukes, etc. are known by their first names. If there is more than one, by number, such as Napoleon III for the later period Napoleon. For a modern example, consider Queen Elizabeth II.
