Why is Minneapolis called a twin city?

Minneapolis adjoins the city of Saint-Paul to form one metropolitan region. Although they were founded as two separate cities (and officially they still are), the urban development of both cities has grown so large that they are now considered to be as one city, a 'twin city'.
Interestingly, back in 1849, St.Paul was the first capital of what was then called the Minnesota Territory. Nowadays most Americans refer to the city as Minnesota or The Twin Cities, but rarely St.Paul.
The term 'twin cities' is actually a commonly used term to describe any two cities (or urban centers) that have grown very close together due to urban development.
