The history of California IS water...and water crises. Simplistically, one half of the state "stole" water from the other half - and there's quite a bit of truth to this statement. Much of the state is technically a desert with inadequate rainfall, including the Los Angleles Basin. A series of aquaducts brings water fown to Southern California from the Owens Valley. (See the fictional film Chinatown (inspired by real events and people such as William Mulholland and directed by Roman Polanski, starring Jack Nicholson and John Huston. In Northern California, much of which is dependent on snow-melt from the High Sierras for rain, a winter season with little snow means a lesser amount of water flowing down into reservoirs for the next 9 months.
