Why is blackmail legal if you call it a strike?

Blackmail is when a person is forced by a blackmailer to pay money to prevent the blackmailer from releasing some sort of information to the public. A strike is not a threat to publish information, so it is not blackmail. People can freely strike when they are not under corntract (ie have no legal obligation) to work for a company. They are withholding their services from the company, but that isn't blackmail.
