The simple answer is image and control. There is very little positive that can be attained by releasing the abuse pictures to the public. And the White House in the past has tried to control negative press releases as much as possible. This seems to fall under the same guidelines. By blocking the release of the pictures, the administration can reduce any backlash from the community and general public. It's politics I say!
