Skype is not a interconected VoIP provider, Skype is software only, they don't own any infrastructure. It is suggested that VoIP users have a backup analog phone because the E911 service doesn't always route VoIP numbers to the right destination. This is a tremendous failing for the NENA and it needs to be fixed before someone dies because of it. The problem is that now with number portabiliity, just the phone number isn't enough to find the user, we now need phone and IP address and some other metadata and an infrastructure to route it correctly. They should have used the internet's DNS as an example of how routing data works.
