Why don't stair handrails go all the way to the top?
I've noticed that some home and apartment stairways' handrails don't always go to the top (i.e., some have one rail that goes all the way to the top, but the other goes only half way to the top). It doesn't matter whether the home is old or new. Does anyone know the reason for this?
