The secret is in the feet of penguins. They have hundreds of small pads on the bottom of its feet. These are the only parts of the foot which will touch the ground and they are resistant to frostbite. Hence why it does not occur in penguins. It is thought that these pads have evolved over millions of years to make the penguins ever more resistant to the cold.
However, penguins will also try to ensure that the pads on their feet do not touch the ground for very long. When they are standing for any period, they rock gently. This ensures that a part of their foot and some of the pads are always off the ground and therefore there is no risk of frostbite. The gentle rocking action is one of the cutest aspects of penguins, but is not done to look cute but rather to save their feet.
