1. Kentucky was the first state to make it illegal to sell silver bullets back after the original, "The Wolfman." They believed that there was a chance that people would take the fear to heart that there were werewolves, and that they should go hunt them. Other states began to accept this policy as well. It soon became a federal law.

Silver bullets, the full moon transformation, and aversion from silver are all creations of Hollywood. One of the most common ways to kill a werewolf was to drive a stake through it's heart. Univesal Studios believed that this would turn viewers off since that was the same way to kill a vampire.

I don't believe there are laws against silver bullets. Please give a reputable source for this idea.
Your other reasons are also unbelievable.
Your good source does indicate good reasons that silver bullets are not common: they are harder to make and they would be much more expensive. The site which sells them sells them for $50 a bullet and that's just the bullet - no powder or cartridge.
Bullets for reloaders that cost $50 each are not the sort of item carried by Walmart.
