Maybe its because the 10 is so old and in several places its raised above the streets - so widening it is prohibitively costly. Also there are so many exits the carpool lane would have to be in the middle - but the 110 is similar and it has plenty of carpool lane south of LA. But it is much newer and wider south of LA.
In the LA region the I-10 is also called Rosa Parks Freeway, Santa Monica Freeway, and the San Bernardino Freeway

There is one at the 710 interchange both east and west sides.
There was one near the Santa Monica exit between local and main lanes but it was suspended in 2007
There is one at exits 44 to 47 (going west) but thats out on the edge with I-15....
Nevertheless I can't find any real data on why there aren't more carpool lanes on the I-10. I am forced to conclude it is because of its age and current width and therefore widening it is prohibitively expensive. Using existing lanes for carpools would restrict an already overloaded freeway which has constant exits in the LA region.

M$So, if you take into account the percentage of normal lanes you would be removing, by adding a carpool lane, you would actually INCREASE traffic jams.
It's been a while since I've lived in L.A. but I believe I-10 has 4 lanes? That means converting a regular lane to a carpool lane would reduce available driving area by 25% only to benefit 12% of the population! You would be forcing more drivers into less lanes!
