Why does the theory of thermodynamics not apply to galaxy formation?

What causes small fluctuations in equilibrium occur allowing the formation of galaxy?

Thermodynamics doesn't seem to explain how life occur or galaxies were formed.

The principles of thermodynamics are laws, they ALWAYS apply. Thermo isn't supposed to explain how life occurs.
