Static electricity is the imbalance of positive and negative charges. This usually occurs during winter when the air is dry unlike in summer where there is air is very humid.
Static electricity can make ends of hair stand out. For example, when you are combing your hair the comb rub against your hair. There is a static charge that builds up and each of the hair has the same positive charge. Things with the same charge tends to repel each other.
