Why does perchlorate have to be specially handled in California but no other state?
I was reading a box of matches and it had a website URL and a warning that perchlorate has to be specially handled in CA but no where else...why just CA? How come it isn't specially handled anywhere else?

The same reason that cars have California emissions, or emission standards for everywhere else. CA is simply the first state to regulate it. Others will probably follow, or the EPA will regulate it (there is pending legislation on this issue). Perchlorates are both naturally occurring in fertilizers, and are artificially produced for use in certain fuels and things like road flares and fireworks. Perchlorates are suspected of causing thyroid issues and have been used for decades to treat hyperthyroidism. One particularly nasty underground contamination plume was discovered in Morgan Hill, CA at the site of a former road flare manufacturer. Perchlorates were found to be leaking into the local aquifer where many get their drinking water from. This may have had an impact on the special handling measures in CA.
