Why does my Dell running Vista whine constantly? I don't play games and I run one program at a time usually.

If your processor is running all the time, this could be a sign that your computer is part of a bot network. And you'd never know it.

Are you running good anti-bad software like Spybot or AVG? That can help. And you need to make sure that you don't have an open port.

My Dell E510 running XP MCE whines as well. Actually it is more of a hum. I think it may be from the extra HD I put in. Dell's just seem to be noisy. My Macs are fairly quiet.

You have to remember Vista takes way more resources to run compared to XP and Windows 7. I'm running all 3 and I perfer Windows 7 over Vista. I have a Quad Core 3.0 Ghz machine with 8 GB of RAM and a 3870x2 and vista runs noticeably slower then windows 7 or xp. According to my CPU Temperature software Vista makes my PC run eight degrees hotter then running xp or 7. However if you turn off Aero and use windows classic mode your pc should run faster and your computer shouldn't be working as hard because it doesn't have to render the graphics. I believe that is your issue if you aren't running your anti-virus / anti-spyware or part of a bot net.

Well, for starters Vista is a poor operating system. It's pretty faulty. But might I suggest reformatted your drive and reinstalling Vista. Perhaps it's all the content you already have in there.

The whine must be coming from a fan. It could be that one of the fans in your PC case is bad. You need to see if it is software causing your machine to run at high usage.
To see this, right click anywhere on the start bar and pick "task manager" from the menu. On task manager there should be a "CPU usage" indicator on the bottom of the window in the status bar. If it's close to 100% when you don't have anything running, and stays high for long periods, then you probably have some malware or other bad software running on your machine.

This would make your fans run faster to compensate for the heat and make the whining sound.

If that's the case look into getting the machine cleaned with Malwarebytes or any other good, free cleaner programs.

If you are not seeing high usage then call Dell and tell them you have a bad fan.

You are probably running many programs at once, and that occupies your memory and CPU.

Do a CTR+ALT+DEL and check what CPU time is being spent.

You can then run MSCONFIG from your RUN menu and choose which programs you want to run at startup. Just running the essential ones keeps your memory free and the computer running faster.
