Are you running good anti-bad software like Spybot or AVG? That can help. And you need to make sure that you don't have an open port.

M$To see this, right click anywhere on the start bar and pick "task manager" from the menu. On task manager there should be a "CPU usage" indicator on the bottom of the window in the status bar. If it's close to 100% when you don't have anything running, and stays high for long periods, then you probably have some malware or other bad software running on your machine.
This would make your fans run faster to compensate for the heat and make the whining sound.
