He is referring to the tactical success of the Pearl Harbor attack not to a "Mess up". The Japanese assumed, given the massive military presence in Hawaii, that the attacking force would not achieve surprise and would therefore not do as much damage as it did.
He attributes the success of the attack to divine intervention.
