Plucking on the other hand thickens the hair because the root reacts to being removed. I have noticed that a few brow hair I pluck have thickened over the years. I have shaved my chin for years now and its still the same 4 hairs coming in.

M$Plucking chin hair removes it for a couple of days, but it grows back pretty quickly. I would totally not recommend that you shave. As I said before, shaving will make the hair grow.
Women get hair on their chin based on the amount of testosterone that is in their system. All women have some testosterone hormone in their bodies. Since this is a male hormone, it will cause some women to grow a little rougher hair on their chins.
