Perhaps there are plastic bags that cannot be recycled. Some things cannot be recycled because of what they are made of...
On the source below, here's what they say cannot be recycled:

M$@nichm: Nope... you have to tolerate poor questions/answers with the rest of us... But you can flag them with the "helpful/unhelpful" flags.
