Another theory could be that JFK committed the nation to put a man on the moon before the end of the 1960's, NASA was falling behind in the race, and it was cheaper to create the elaborate hoax of pretending to have men on the moon.

M$Governments do many things that most citizens will never know about. We will never know simply because we don't need to know or understand the intricate details of certain things. The White House likely deals with threats on a daily basis. We don't hear about those threats because we don't need to. The government takes care of them, and that's that. Most of us can handle that and understand it's a necessary, inherent aspect of the government/citizen relationship.
A small minority are frightened or paranoid. They don't necessarily want to rock the boat or spread distrust. They just have a strong inclination to question everything that has to do with the government.
And who really knows what goes on? Only the government, right? So isn't there a small chance that their speculations are correct?
